It continuously sends a pulse to the lights trying to find the light bulb... many times that pulse of power gives a strobing or flashing effect to your lights. it also prevents the "Bulb Out light on the Dash" Newer cars have an indicator light to warn the driver if one of the headlights has burnt out. Since LED Kits run on a lower wattage than normal Halogen bulbs, your car thinks the bulb out. This will give you a "Bulb Out" indicator light in your dash.
